Standalone Fraud Report module for People Hub.

Reads fraud events from `data/fraud_log.json` (configurable) and
exposes a FastAPI app that powers a premium dashboard UI.

Architectural goals:
  • Zero coupling to the main People Hub app — runs on its own port.
  • Pluggable storage: a `FraudRepository` interface is implemented by
    `JsonFraudRepository` today; tomorrow it can be swapped for a
    SQL / NoSQL repository without touching the API or frontend.
  • Strict separation of concerns:
        data_source.py  → repositories (I/O)
        models.py       → Pydantic schemas (transport)
